i was told that the sao paolo modernism is far more muscular than the rio version. and it was. rcc frame high rises marked by graffiti in the inner city streets.

the exotic municipal theatre where the conference was to be held lies on a square that was perhaps once a river. now it is a road that turns into a public space accessed by stairs leading down from the road above. sao paolo has this three dimensional road system that flew above the older contours of the city. you climbed up or down into different worlds by these steep stairs connecting different levels.
