We were shown around in this ideal world the caretaker policy that replaces big government with locally empowered communities who make decisions on the nature of the public realm. NGO facilitators and shiny happy inhabitants show us around two neighbourhood centres, one in an older part of the city and one slightly later where they hold dances, conferences, knit 3km long scarves, resolve conflicts between the elderly and the youth about what exact kind of play equipment to install in the park, and do demolition work for money. Subsidised by the government these rituals of togetherness by the ideal citizen hope to bind the community together.
